GUEST OPINION: Decreasing gangs, dropouts, the prison population and deficit in Mass.

It’s so sad to see the cut backs in the life of the community — and this is typical of every community in Massachusetts. In 2000, 17 percent of the state’s budget was spent on negative items such as gangs, drugs, dropouts, teenage pregnancy, crime, and the prison population.
